First, let's get to the second post-credit scene, the one after the full credits. The scenes opens at the Captain America museum we saw earlier (wherein Cap stole his old costume from). The we see the Winter Soldier a.k.a. Bucky Barnes, incognito, approaching the section of the museum that talks about him, as Bucky Barnes, the hero who was part of the Howling Commandos.
That scene is pretty much self-explanatory; we already saw earlier that Bucky is capable of regaining his memory, and with this scene we see that soon enough, he will fully-realize the truth. But my guess is we wont be seeing him for a while, he would require much soul searching first before we get to see him all stable.
We get to the other scene, the one after the animated credits which, in my opinion, should have been the one after the full credits. Because it's long and so geek-tastic good that it would be rewarding to stick around long enough after the credits.
Anyway, in this scene, we see the character known as Baron Strucker who, in the comics, is one of Cap's most popular arch-enemies. Strucker is a former Nazi officer, and is one of the leaders of HYDRA. In the comics, he has been physically augmented to be nearly ageless. He has been seemingly killed in the past only to return to plague the world with schemes of world domination and genocide, time and time again.
He is played by Thomas Kretschmann who has appeared in such movies as Downfall, Valkyrie, and the 2005 remake of King Kong.
Baron Strucker is also expected to be one of the villains in the upcoming Avengers: Age of Ultron. And speaking of that movie, we get to the next two big appearances of the post-credits sequence.

In the comics, Wanda Maximoff a.k.a. Scarlet Witch is best known as a member of the Avengers, who in addition to her being a daughter of Magneto, was given by her mother the ability to use magic in addition to her mutant abilities. In this current run of Marvel films, she will be portrayed by actress Elizabeth Olsen.
Pietro Maximoff a.k.a. Quicksilver is the twin brother of the Scarlet Witch. Quicksilver possesses superhuman speed. Aaron Taylor-Johnson portrays the character in the Marvel Studios' Marvel Cinematic Universe, from which he'll appear in the upcoming Avengers: Age of Ultron. Meanwhile another adaptation of Quicksilver will be played by Evan Peters in the film X-Men: Days of Future Past.
