Here's the synopsis for the movie:
After his ordeal with Udō Jin-e, Kenshin Himura's brief period of peace is interrupted by the presence of Hajime Saito, the former captain of the Shinsengumi who assumed an alias in Tokyo's police force. With Megumi Takani's freedom at the balance, Kenshin learns that he is being enlisted in a covert operation at the city of Kyoto. There, Kenshin deals with a small army under the leadership of Hitokiri Battōsai replacement who was deemed a great enough threat to the Meiji government's stability that they attempted to burn him alive: Makoto Shishio.
These movies are tentatively known as Rurouni Kenshin: The Great Kyoto Fire Arc and The Last of a Legend Arc, and will have director Keishi Ōtomo returning to helm these sequels. Satoh Takeru, Takei Emi and Eguchi Yosuke are reprising their roles as Kenshin, Kaoru and Saitō respectively. Tatsuya Fujiwara (Battle Royale and Deathnote) was cast in the role of Shishio Makoto, Ryunosuke Kamiki and Yūsuke Iseya were cast as Seta Sōjirō and Shinomori Aoshi. Min Tanaka, Kazufumi Miyazawa, Yukiyoshi Ozawa, Maryjun Takahashi and Ryōsuke Miura are also in the movie. Kaito Ōyagi has replaced Taketo Tanaka as Yahiko. Tao Tsuchiya will play the popular character Makimachi Misao. And model Lisa Ulliel is also cast in a secret role.
